If I hazard a guess, the CPU is the bigger bottleneck of the two. Dota needs good single-threaded performance since it doesn't utilize a lot of cores. To answer your question, I don't know for sure, but I do know that pre-ryzen AMD CPUs have terrible single-threaded performance. There is never any lag, but I am not utilizing the 144hz portion of my monitor. Currently, I have dx11 enabled and have settled for a 1440p resolution w/60hz. What makes it worse is that I have an AMD FX-8350, which is pretty dated (less dated than yours I believe, however), so the CPU could be the bottleneck as well. Nevertheless, 1440p with DotA is very pretty and 'big' so at least there's that. Unfortunately, I do not have enough GPU power to do both 1440p and 144hz w/Vulkan enabled and decent graphics settings.

(You can either do 1080p and 144hz OR 1440p and 60hz) It is probably an AMD thing related to the Freesync technology that enables the 1440p/144hz stutter-free tech. Otherwise, dx11 doesn't have the technology. (pretty good card) In order to have both 1440p and 144hz, I have to enable -vulkan in the dota2 startup options in Steam.
